Proposition S, Proposition Z, Measure YY, and Measure U
San Diego Unified School District's capital improvements are managed by Facilities Planning and Construction (FPC) and are funded by four General Obligation (GO) bond measures: Propositions S, Proposition Z, Measure YY, and Measure U.
Prop. S is a $2.1 billion bond measure that was approved by 68.71 percent of San Diego voters in 2008. Prop. Z is a $2.8 billion bond measure approved by 61.8 percent of San Diego voters in 2012. Measure YY is a $3.4 billion bond measure that was approved by 65.08 percent of San Diego voters in 2018. Measure U is a $3.2 billion bond measure that was approved by 65.28 percent of San Diego Voters in 2022.
Bond projects renovate, repair and revitalize district schools and learning environments. Projects include:
- New classrooms
- Safety and security upgrades
- Plumbing upgrades and lead free hydration stations
- Solar energy and sustainability improvements
- Play All Day joint-use facilities
- VAPA and Athletic facilities
- Facilities to support the expansion of Universal Transitional Kindergarten
FPC presents a bond program update and projects plan to the Board of Education twice a year.
To ensure that taxpayer dollars are spent appropriately, the Independent Citizens' Oversight Committee monitors bond expenditures. Annual financial and performance audits are performed on Prop. S, Prop. Z, Measure YY and Measure U.
